A. Minutes:
1. That the minutes of the September 24-25, 2009, meeting of the Board be approved.
B. Gifts, Grants, Agreements and Contracts:
1. A gift to the Forest Roberts Theatre from Ms. Jane Miller, Marquette, Michigan, 1950s Tuxedo pants, 2 1930s brief cases, and 1 wooden decoy duck ($300 value).
2. A gift to the Department of Technology and Occupational Sciences from The Big Dipper, Cheboygan, MI, 8’ Ice cream dipping freezer ($800 value).
3. A gift to the Department of Engineering Technology from TEAMTECH Motorsports Safety, Saginaw, MI, 5000 watt electric generator ($800 value).
4. A gift to the Department of Engineering Technology from TEAMTECH Motorsports Safety, Saginaw, MI, 10X10 EZ Up Tent Awning white, helmet supports, drive harness 5 pt mounts, suspension straps (4), arm restraints (2), yellow driver suit, and helmet bag ($1,045 value).
5. A gift to the Department of Engineering Technology from Superior Extrusions, Inc., Gwinn, Michigan, 45 pieces of round aluminum pipe and miscellaneous scrap pieces ($1,800 value).
6 The Career and Technical Teacher Education grant from the Michigan Department of Education, to raise awareness of Career and Technical Teacher Education Programs through collaborative internships and fostering membership and participation in the professional development organization NMU-SITES, in the amount of $1,410, for the period of July 1, 2009 through June 30, 2010, under the direction of
Mr. Michael Turino.
7. The grant between Northern Michigan University and the Michigan Industrial and Technology Education Society, Inc., for the improvement of the Secondary Education Industrial Technology Program and the NMU-Student Industrial Technology Education Society which supports its development, in the amount of $1,760, under the direction of Mr. Michael Turino.
8. The subcontract between Northern Michigan University and Western Michigan University, to align K-12 Educational Leadership Curriculum to Michigan Department of Education Building-Level Administrator Standards, in the amount of $3,000, for the period July 1, 2009 through June 30, 2010, under the direction of Dr. Rodney Clarken.
9. The Television Interconnection grant from the Corporation for Public Broadcasting, to provide continued support for augmenting the capability of public broadcasting stations to expand quality and scope of public television services to the community, in the amount of $11,977, for the period of October 1, 2009 through September 30, 2010, under the direction of
Mr. Eric Smith.
10. The grant between Dickinson-Iron ISD and Northern Michigan University, for a Mathematics and Science Partnership grant extension titled, Investigate the State: Water, Air, and Energy,” to provide environment and earth science professional development for 8th and 9th grade teachers in the U.P., in the amount of $13,870, for the time period of September 1, 2009 through August 30, 2010, under the direction of Ms. Debra Homeier.
11. The grant from the National Institutes of Health, Department of Health and Human Services, for American Recovery and Reinvestment Act (ARRA) funds to accelerate the pace of achievement of current NIH-funded research through modernizing laboratory equipment for the parent grant, which encompasses behavioral and neurochemical methods, in the amount of $21,069, for the period of July 1, 2009 through June 30, 2010, under the direction of Dr. Adam Prus.
12. The sub-agreement between Northern Michigan University and Georgetown University, to provide a tailored one-week educational and cultural program to twenty-six participants (youth and their leaders) from countries in Central America, in the amount of $23,000, for the time period of October 1, 2009, through February 28, 2010, under the direction of Dr. Marcel Siles.
13. The grant from the Council on Economic Education (CEE), to support the 13th Annual U.P. Indian Education Conference, along with a new, one-day financial fitness workshop entitled “Show Me the Money,” in the amount of $19,797.75, with an additional amount of $1,905 from the NMU Center for Economic Education, $5,007.80 from the NMU Center for Native American Studies, an In-Kind university amount of $6,450, and an In-Kind amount of $7,260 from Nah Tah Wahsh Public School Academy, for a total amount of $39,610.55, for the period September 1, 2009 to January 21, 2011, under the direction of Ms. April Lindala.
14. The grant between Dickinson-Iron ISD and Northern Michigan University, for a Mathematics and Science Partnership to provide professional development for science teachers from grades 3-7 from 40 U.P. school districts, in the amount of $42,732, for the time period of July 1, 2009, through August 30, 2010, under the direction of Ms. Debra Homeier.
15. The Television Local Service grant from the Corporation for Public Broadcasting, to provide continued support for augmenting the capability of public broadcasting stations to expand the quality and scope of public television services to the community, in the amount of $61,010, for the time period October 1, 2009 through September 30, 2011, under the direction of Mr. Eric Smith.
16. The grant between the National Park Service, Great Lakes Northern Forest Cooperative Ecosystem Studies Unit, and Northern Michigan University, to connect migration stories and tradition to contemporary culture significance of features of the cultural landscape and archeology sites in Pictured Rocks National Lakeshore for interactive programs recorded in a multimedia format, in the amount of $66,717, for the time period of June 1, 2009, through September 30, 2011, under the direction of Dr. Kristen Carroll.
17. The grant from the Michigan Department of State to conduct motorcycle safety classes throughout the Upper Peninsula, in the amount of $77,629.04, for the period October 29, 2009 through September 30, 2010.
18. The Radio Community Service Grant from the Corporation for Public Broadcasting, to provide continued support for augmenting the capability of public broadcasting stations to expand the quality and scope of public radio to the community, in the amount of $129,947, for the period October 1, 2009 to September 30, 2011, under the direction of Mr. Eric Smith.
19. The grant from the U.S. Department of Education to create and expand opportunities for Northern Michigan University students and faculty to become more globally engaged, in the amount of $75,182, with an additional amount of $18,530 ($5,750 from International Performing Arts Series, $2,404 from International Affairs, $4,856 from International Speaker Series, $4,520 from College of Arts and Sciences, $1,000 from AAUP Professional Development Fund), for a total award of $152,606, for the period of August 1, 2009 through July 31, 2010, under the direction of Dr. Timothy Compton.
20. The grant from the Michigan Department of Energy, Labor and Economic Growth for vocational/technical education program improvement activities, in the amount of $159,208, for the period of July 1, 2009 to June 30, 2010, under the direction of Mr. Chris Fries
21. The grant between Northern Michigan University and the U.S. Department of Education, for the Ronald E. McNair Post-Baccalaureate Achievement Program, to prepare low-income, first-generation college students, and students from groups underrepresented in graduate education, for doctoral study, in the amount of $220,000, for the period of October 1, 2009, through September 30, 2010, under the direction of Mr. Carl Wozniak.
22. The modifications to the agreement between the National Park Service and Northern Michigan University to examine resident and coaster brook trout response to exotic salmonid removal in Seven Mile Creek at Pictured Rocks National Lakeshore, and to conduct a creel survey to quantify fishing pressure on streams at Pictured Rocks National Lakeshore, for an additional amount of $134,000, bringing the total agreement to $256,093, for the period of May 12, 2008 through December 31, 2010, under the direction of Dr. Jill B. Leonard.
23. The grant between Northern Michigan University and the U.S. Department of Education, to provide academic support and college prep services to low income, first generation high school students, in the amount of $288,687, for the period of November 1, 2009 through October 31, 2010, under the direction of Ms. Julie Bowerman.
24. The Television Community Service grant from the Corporation for Public Broadcasting, to provide continued support for augmenting the capability of public broadcasting stations to expand the quality and scope of public television services to the community, in the amount of $600,497, for the period of October 1, 2009 through September 20, 2011, under the direction of
Mr. Eric Smith.
C. Personnel Actions:
Appointments:
1. Valentine, Ansley, Associate Professor, Communication and Performance Studies, a tenure track appointment, effective August 18, 2010. (New appointment)
Emeritus:
2. Powers, David J., Professor Emeritus of Mathematics and Computer Science, effective January 1, 2010.
D. Degrees
1. That Mrs. Erna Blitzer Gorman, Child Survivor of the Holocaust/Speaker-Educator, receive an Honorary Degree, Doctor of Education, at the December 2009 Commencement Ceremony.
Mrs. Gorman will also be the Commencement Speaker.
2. That the preliminary list of the December 2009 graduates be approved. A copy of the list is on file with the Secretary of the Board of Trustees.
E. Property and Finance
1. The purchase of Charter Communications Tower parcel (property, tower, and building) located in the City of Houghton, MI, at a cost of $6,520 plus related miscellaneous expenses.
2. The approval of Northern Michigan University’s Facilities Five Year Master Plan. A copy of the plan is on file with the Secretary of the Board of Trustees.
3. The resolution of the Board of Trustees of Northern Michigan University authorizing the transfer of the liquor license from 1700 Presque Isle Avenue to the NMU Golf Course at 125 Chocolay Downs Drive. A copy of the resolution if on file with the Secretary of the Board of Trustees.
4. The resolution of the Board of Trustees of Northern Michigan University authorizing a public hearing regarding proposed change in use of certain bond-financed university facilities and providing for other matters relating thereto. A copy of the resolution is on file with the Secretary of the Board of Trustees.
5. The funds to be received under the American Recovery and Reinvestment Act of 2009 and pursuant to House Bill No. 441, Act No. 132, Section 436 be used to provide a tuition credit to resident undergraduate students to help mitigate the increase in tuition and fees.
6. The Board of Trustees authorizes the Vice President for Finance and Administration to select a Plan Level Investment Consultant in connection with Request for Proposal to provide advisory services for investment options that are offered to participants in NMU’s retirement plans. A copy of the proposal is on file with the Secretary of the Board of Trustees.
