Dr. West is a senior executive with more than 30 years of experience in the field of information technology (IT). He currently serves as the Chief Information Officer (CIO) / Chief Privacy Officer for the Federal Deposit Insurance Corporation (FDIC). In this position he oversees all IT policy, cyber security, infrastructure operations and business modernization for the entire corporation. Prior to his current position, he served as the Chief Information Officer / Deputy Chief Management Officer for the Pension Benefit Guaranty Corporation (PBGC). Prior to this assignment, he served in the private sector as the Executive Vice-President for S.E. Solutions, Inc., where he oversaw all business and corporate development operations for the entire company. He was named employee of the year in his first year with the company. He served as a cabinet-level CIO at the U.S. Department of Commerce from 2006-2008 where he was responsible for policy, strategic planning and governance oversight of 13 bureaus, with over 4,500 IT employees and a budget of $1.9 billion. Mr. West initiated a complex department-wide e-mail consolidation initiative that consolidated seven disparate e-mail systems into one, resulting in savings of $30 million. He instituted an aggressive IT Security Certification and Accreditation (C&A) process across all 13 bureaus and 330+ systems, resulting in improved security across the department. He served as the Senior Privacy Official and chaired the Identity Theft Task Force for the entire Department. He also served as the CIO of FEMA from October 2003 to June 2006, with responsibility for FEMA’s IT and telecommunications systems and a staff of more than 700 IT professionals (including government, contractor and temporary disaster support personnel) operating within an $80 million budget. While at FEMA, Mr. West initiated foundational IT programs, policies and methodologies that include: directing the development of an on-line Internet application system that provides disaster victims with a quick, efficient means to apply for assistance; creating an Enterprise Architecture (EA) program that was implemented into the overall capital planning, investment control, strategic planning and program management system; and initiating the development of the first Program Management Office (PMO) within the Agency.
In addition, Dr. West served as CIO at the National Oceanic and Atmospheric Administration (NOAA), and as the Deputy Director for the U.S. General Services Administration (GSA) – Office of Electronic Government, where he managed the day-to-day operations of a government-wide policy group responsible for formulating e-Government policies, standards, guidance and performance measures. At the National Technical Information Service (NTIS), Mr. West implemented the agency's Automated Document Storage and Retrieval (ADSTAR) system, which is one of the largest imaging/print-on-demand systems in the public sector.
Dr. West is a distinguished speaker on topics related to IT security, privacy, enterprise architecture, risk management, investment management, governance, application development, open systems, strategic development and network consolidation. He was also a facilitator for the CIO ExecutiveBiz series, leading discussions in key IT areas, and previously served as an adjunct assistant professor at the University of Maryland University College.
Dr. West is a 1985 graduate of Northern Michigan University with a Bachelor of Science degree in Information Systems. In 1990, he earned a Master degree in Administration from Central Michigan University, his Executive Master degree in Informatin Technolgoy from the University of Maryland University College in 2002, and his Executive Doctorate in Business, Robinson School of Business, Georgia State University in 2014.
