A. Minutes:
1. That the minutes of the September 15, 2023 and October 20, 2023, meetings of the Board be approved.
B. Personnel Actions:
Appointments:
1. Rudisill, Michael D., Professor – Engineering Technology Department, Permanent Tenure appointment, effective July 1, 2024, be approved. (Transfer from Department Head to Faculty)
C. Degrees
1. That the August 2023 final list of graduates and the December 2023 preliminary list of graduates be approved. A copy of the lists is on file with the Secretary of the Board of Trustees.
2. That Mr. Scott L. Holman, ’65, President and Owner – Mt. Shasta Lodge Restaurant; Founding Director Emeritus – 1st State Bank; Owner/Manager – King Lake Wilderness Properties; Founder – The Bay Cast Companies, receive an Honorary Degree, Doctor of Business, as the December 16, 2023 Commencement Ceremony.
3. That Dr. Thomas Holmstrom, ’59, retired NMU Economics Professor, receive an Honorary Degree, Doctor of Economics, at the December 15, 2023 Commencement Ceremony.
D. Property and Finance:
1. That pursuant to the State of Michigan Public Act 152, Northern Michigan University will continue to be an 80/20 Employer.
2. That the resolution of the Board of Trustees of Northern Michigan University authorizing the one-day event liquor license be approved:

3. That Northern Michigan University’s contract extension with the external auditor, Rehmann Robson, be approved. A copy of the contract is on file with the Secretary of the Board of Trustees.
E. Special Items:
1. That the addition of an “Outstanding Graduate Student Award” be added to the NMU Board of Trustees Student Achievement Awards that are given annually to recognize students for their significant contributions to the quality of life at NMU, be approved.
2. That the updated Part 1 of the Student Handbook be approved. A copy is on file with the Secretary of the Board of Trustees.
3. That the requirement for students to provide proof of measles inoculation be dropped to meet national and state standards, be approved. No other public university in Michigan requires proof of inoculation.
4. That the revised Memorandum of Understanding between Northern Michigan University and the Northern Michigan University Foundation, be approved. A copy is on file with the Secretary of the Board of Trustees.
5. That the Board of Trustees approve the recent Michigan Arts and Culture Council Project Support award of $9,467. The approval of this grant will support costs associated with a fall programming series centered on the exhibition entitled True Likeness, which highlights and celebrates contemporary portraits from diverse makers in various media. These programs will enhance arts access and include an artist talk and a hands-on drawing workshop.
6. That following ordinances, which have been reviewed and amended, be approved:
