A. Minutes:
1. That the minutes of the October 7-8, 2004 meeting of the Board be approved. (Backup)
B. Gifts, Grants, Agreements and Contracts:
1. A gift to Aviation from Phil Spade, Gwinn, Michigan, one amateur built Fischer FP-202 Aircraft (appraised value: $8,000).
2. A gift to Technology and Occupational Sciences from George and Linda Bonefeld, Marquette, Michigan, one 1994 Ford Taurus (appraised value: $1,500).
3. A gift to Technology and Occupational Sciences from Joseph Berg, Gwinn, Michigan, one 1995 Plymouth Van (appraised value: $1,000).
4. A gift to Technology and Occupational Sciences from Alka Dhadphale, Marquette, Michigan, one 1991 Plymouth Voyager (appraised value: $1,000).
5. The U.S. Department of Education awards, for the period July 1, 2004 through June 30, 2005, in the amount of $391,608 for the Federal Supplemental Educational Opportunity Grant Program; in the amount of $862,931 for the Federal Work Study Program; and in the amount of $240,748 for the Federal Perkins Loan Program, all under the direction of Mr. Mark Delorey.
6. The Improvement of Postsecondary Education grant from the U.S. Department of Education to provide scholarships to selected Olympic aspiring athletes training at any one of the four Olympic Training Centers and pursuing a post-secondary education, in the amount of $988,135, for the period October 1, 2004 through September 30, 2005, under the direction of Mr. Jeffrey Kleinschmidt.
7. The grant from the U.S. Department of Education, to establish a math and science institute for Upward Bound students, in the amount of $280,279, for the period November 1, 2004 through October 31, 2005, under the direction of Ms. Stacy Schwenke.
8. The grant from the Michigan Department of Education for the King-Chavez-Parks Select Student Support Services program, in the amount of $71,407, with a University cash match of $42,342 ($18,000 from Academic Affairs and $24,342 in released time for Mr. William Hill), for a total amount of $113,749, for the period October 1, 2004 through September 30, 2005, under the direction of Mr. William Hill.
9. The grant from the U.S. Department of Health and Human Services to provide scholarships for disadvantaged students in the baccalaureate nursing program, in the amount of $52,334, for the period July 1, 2004 through June 30, 2005, under the direction of Dr. Mary Anderson.
10. The supplemental grant from the Michigan Department of Education to provide motorcycle fleet repair and maintenance on the University's 28 motorcycles, in the amount of $7,609.68, for the period September 10, 2004 through September 30, 2004, under the direction of Mr. Cameron Hadley.
11. The Statewide Program Grant from the Michigan Association of Public Broadcasters, for the production of a documentary TV program about the gray wolf in Upper Michigan, in the amount of $5,000, with an in-kind university match of $2,300, for a total amount of $7,300, for the period March 1, 2004 through December 31, 2004, under the direction of Mr. Eric Smith.
12. The agreement between Northern Michigan University and the Regents of the University of Minnesota, for integrated control and elimination of Porcine Reproductive and Respiratory Syndrome Virus (PRRSV) in the United States, in the amount of $97,814, for the period October 6, 2004 through January 14, 2005, under the direction of Mr. Osvaldo Lopez.
13. The subcontract between the Academy for Educational Development and Northern Michigan University, in the amount of $36,835, to provide technical support and networking for the Michigan Middle Start – Comprehensive School Reform Demonstration Program, for the period July 1, 2004 through June 30, 2005, under the direction of Mr. Carl Wozniak.
14. The contract between Northern Michigan University and the Michigan Department of Natural Resources, Wildlife Division, for a research study to investigate the survival, habitat use, and fall movements of American Woodcock in the western Great Lakes Region, in the amount of $15,000, for the period October 1, 2003 through January 1, 2006, under the direction of Dr. John Bruggink.
C. Personnel Actions:
None to report.
D. Degrees:
1. That Dr. Jane Piirto, Trustees' Professor of Graduate Education and Director of Talent Development Education, Ashland University, Ashland, Ohio, receive an Honorary Degree, Doctor of Humane Letters, at the December 2004 Commencement Ceremony. Dr. Piirto will also be the Commencement Speaker.
2. That the preliminary list of December 2004 graduates be approved. A copy of the list is on file with the Secretary of the Board of Trustees.
E. Property and Finance:
1. That the purchase of property and structures located at 1504 and 1508 Presque Isle Avenue, at a cost of $215,000 each, plus related miscellaneous expenses, be approved.
2. That the firm of Andrews, Hooper, and Pavlik P.L.C. be engaged as NMU's external auditors for the 2004-2005 fiscal year.
3. That the Resolution of the Board of Trustees of Northern Michigan University authorizing the issuance and delivery of General Revenue Bonds, Series 2004, and providing for other matters relating thereto, be approved. A copy of the resolution is on file with the Secretary of the Board of Trustees.
