A. Minutes:
1. That the minutes of the September 27-28, 2007 meeting of the Board be approved.
B. Gifts, Grants, Agreements and Contracts:
1. A gift to Technology and Occupational Sciences from Sen Loh Kian, Marquette, Michigan, a 1998 Mercedes Benz 4-door (value to be determined at sale).
2. A gift to Technology and Occupational Sciences from Sandra Lee Ross, Marquette, Michigan, a 1995 Chevrolet Cavalier 2-door (value to be determined at sale).
3. A gift to Technology and Occupational Sciences from Julie M. and David T. Woods, Holt, Michigan, a 1994 Toyota Corolla four door (value to be determined at sale).
4. A gift to Technology and Occupational Sciences from Clark Lambros, Marquette, Michigan, a piano Wurlitzer (Baldwin) ($750 value).

A grant from the Michigan Association for Health, Physical Education,
Recreation, and Dance (MAHPERD), to provide health promotion programming to
senior centers, in the amount of $1,000, for the period of February 22, 2007,
through December 31, 2007, under the direction of
Ms. Mary J. Tremethick.
6. The grant between Northern Michigan University and Department of the Interior, National Park Service, Water Resources Division, Pictured Rocks National Lakeshore, to provide beaver research in Voyageurs National Park, in the amount of $3,500, for the period of May 1, 2007, through May 31, 2009, under the direction of Professor John Bruggink.
7. The grant between Northern Michigan University and State of Michigan, Department of Community Health, Office of the Chief Nurse Executive, to provide scholarship money to be awarded to nursing students from the Michigan Department of Community Health, in the amount of $4,000, for the period of October 1, 2006, through September 30, 2007, under the direction of Dr. Kerri Schuiling.
8. The Digital Nielson Encoder Program grant from the Corporation for Public Broadcasting, to cover costs related to the purchase of a Nielson NAVE 11C digital audio encoder, in the amount of $4,110, with a cash match of $2,750, for a total amount of $6,860, for the period of August 1, 2007, through
August 31, 2008, under the direction of Mr. James Hytinen.
9. The grant between Northern Michigan University and the Corporation for Public Broadcasting (CPB), to provide continued support for augmenting the capability of public broadcasting stations to expand the quality and scope of public television services to the community, in the amount of $12,203 for the period of October 1, 2007, through September 30, 2008, under the direction of Mr. Eric Smith.
10. The National Council on Economic Education grant, in the amount of $6,506, with a cash match of $6,585 from the Center for Economic Education, for a total amount of $13,091, to teach entrepreneurship, economics, and citizen concepts to students aged 8 to 12, for the period May 1, 2007, to April 30, 2008, under the direction of Assistant Professor Derek Anderson.
11. The grant between Northern Michigan University and the Michigan Association of Public Broadcasters (MAPB), to provide a local production non Upper Peninsula veterans of World War II, in the amount of $4,200, with a cash match of $18,050 from WNMU-TV, for a total amount of $22,050, for the period of October 23, 2007, through March 31, 2008, under the direction of Mr. Eric Smith.
12. A grant from the Department of Health and Human Services, for an Advanced Education Nursing Traineeship to provide support in the form of tuition and stipends to the graduate nursing students in the FNM Program, in the amount of $24,002, for the period of July 1, 2007, through June 30, 2008, under the direction of Dr. Kathleen Thompson.
13. The grant between Northern Michigan University and Department of the Interior, National Park Service, Water Resources Division, Pictured Rocks National Lakeshore, to provide research on small mammal communities in the Grand Sable Dunes of Pictured Rocks National Lakeshore, in the amount of $17,000, with an in-kind university match of $16,148 from the NMU Biology Department for a total amount of $33,148, for the period of May 1, 2007, through May 31, 2009, under the direction of Professor John Bruggink.
14. The grant between Northern Michigan University and the Corporation for Public Broadcasting (CPB), to provide continued support for augmenting the capability of public broadcasting stations to expand the quality and scope of public television services to the community, in the amount of $48,309, for the period of October 1, 2007, through September 30, 2009, under the direction of Mr. Eric Smith.
15. The grant from the United States Department of Education, to provide college information to middle school through high school students in targeted schools, in the amount of $31,280, with an In-Kind University match of $31,280, for a total award of $62,560, under the direction of Ms. Shirley Brozzo, for the time period July 21, 2007, through July 20, 2008.
16. The grant between Northern Michigan University and the Corporation for Public Broadcasting (CPB), to provide continued support for augmenting the capability of public broadcasting stations to expand the quality and scope of public radio to the community, in the amount of $139,325, for the period of
October 1, 2007, through September 30, 2009, under the direction of Mr. Eric Smith.
17. The Radio Community Service Grant bonus from the Corporation for Public Broadcasting, in the amount of $32,500, to bring the total award to $171,360, for the period October 1, 2006, to
September 30, 2008, under the direction of Mr. Eric Smith.
18. A grant from The Animal National Science Foundation, Major Research Instrumentation (MRI) program to purchase equipment that will be utilized in six research projects, in the amount of $157,705, with a cash match of $61,110 from the College of Arts and Sciences, for a total award of $218,815 for the period August 1, 2007, through July 31, 2010, under the direction of Dr. Suzanne Williams.
19. The State of Michigan, Department of Treasury, Student Financial Aid Awards, for the period July 1, 2007, through June 30, 2008, in the amount of $10,085 for the Adult Part-Time Grant; $57,008 for the Michigan Educational Opportunity Grant; $156,851 for the Michigan Work-Study Undergraduate Program; and $5,000 for the Michigan Work-Study Graduate Program, all under the direction of
Ms. Connie Millar.
20. The grant between Northern Michigan University and the U.S. Department of Education, to provide academic support and college prep services to low income, first generation high school students, in the amount of $288,687, for the period November 1, 2007, through October 31, 2008, under the direction of Ms. Julie Bowerman.
21. A
grant from the Michigan Department of Education for vocational/technical
education program improvement activities, in the amount of $298,760, for the time
period July 1, 2007, through
June 30, 2008, under the direction of Mr. Chris Fries.
22. The grant between Northern Michigan University and the Corporation for Public Broadcasting (CPB), to provide continued support for augmenting the capability of public broadcasting stations to expand the quality and scope of public television services to the community, in the amount of $581,728, for the period of October 1, 2007, through September 30, 2009, under the direction of Mr. Eric Smith.
23. The Improvement of
Postsecondary Education grant from the U.S. Department of Education, to provide
scholarships to selected Olympic aspiring
athletes training at any one of the four Olympic Training
Centers and pursuing a post-secondary
education, in the amount of $970,200, for the period of
October 1, 2007, through September 30,
2008, under the direction of Mr. Jeffery Kleinschmidt.
24. The modifications to
the agreement between the Department of the Interior, National Park Service,
Pictured Rocks National Lakeshore, and
Northern Michigan University to study the population
dynamics of threatened orchidaceous in the
Grand Sable Dunes at Pictured Rocks National Lakeshore,
for an additional amount of $25,163,
bringing the total agreement amount to $45,163, for the period May
14, 2006, through April 30, 2009, under
the direction of Dr. Alan Rebertus.

The contract between Northern Michigan University and Marquette-Alger Regional
Educational Service Agency (MARESA) to provide secondary vocational education
for high school students in the MARESA district in the amount of $50,012, for
the time period August 15, 2007, through
June 30, 2008, under the direction of Dr. M. Cameron Howes.
26. The subcontract agreement between Northern Michigan University and Oakland University, to provide a Doctorate of Nursing Practice Degree Program, in the amount of $58,600, with a cash match of $5,600 from the Department of Nursing at NMU, for a total amount of $64,200, for the period of August 30, 2006, through December 31, 2007, under the direction of Dr. Kerri Schuiling.
27. The modification 0001 to the agreement between the Great Lakes Northern Forest Cooperative Ecosystem Studies Unit, National Park Service, and Northern Michigan University to study paleoshorelines and geoarchaeology in the Pictured Rocks National Lakeshore, for an additional amount of $40,000, bringing the total award to $134,436, for the period July 1, 2006, through June 30, 2008, under the direction of Dr. John Anderton.

That the 2007-2008 Revised
General Fund Operating Budget be approved. A copy of the budget is on
file with the Secretary of the Board of Trustees.

The resolution of
the Board of Trustees of Northern Michigan University authorizing the issuance
and
delivery of General Revenue Bonds, Series 2008, and providing for other
matters relating thereto, be
approved. A copy of the resolution is on file with the Secretary
of the Board of Trustees.
3.
That the 2008-2009 State
Operating Budget Request be approved. A summary of the request is on
file
with the Secretary of the Board of Trustees.
