A. Minutes:
1. That the minutes of the May 1-2, 2008 meeting of the Board be approved.
B. Gifts, Grants, Agreements and Contracts:
1. A gift to the Department of Technology and Occupational Sciences from Jeanne M. Graves, Marquette, MI, Aloxxi and Paul Mitchell hair bleach developer, 1 lot of various hair colors ($300 value).
2. The grant between Marquette-Alger Regional Educational Service Agency (MARESA) and Northern Michigan University, to support the purchase of a multi-cutter saw for the Marquette Community Bench Project, in the amount of $275, for the time period of May 1, 2008, through June 30, 2008, under the direction of Mr. Daryl Kobie.
3. The grant between the Keweenaw Bay Indian Community and Northern Michigan University for the UP Indian Education Conference and the 2008 Annual Pow Wow, in the amount of $14,000 ($6,500 for the Upper Peninsula Indian Education Conference; $7,500 for the Annual Pow Wow), under the direction of Ms. April Lindala.
4. The grant between Northern Michigan University and the Michigan Department of State Police, Michigan Commission on Law Enforcement Standards, to provide in-service training to the corrections community of the Upper Peninsula, in the amount of $15,005, for the period of January 1, 2008, through December 31, 2008, under the direction of Mr. Mike Bath.
5. The grant between Northern Michigan University and The Merck Institute for Science Education and the American Association for Advancement of Science (AAAS), to research influenza antibodies, in the amount of $60,000, with a cash match of $1,500 from the Chemistry Department, $1,500 from the Biology Department, and $9,459 from the College of Arts and Sciences, for a total amount of $72,459, for the period of Summer 2008 through Summer 2011, under the direction of Dr. John Rebers.
6. The grant between the National Writing Project Corporation and Northern Michigan University to conduct a National Writing Project site, in the amount of $43,000, with a cash match of $22,305 ($3,500 from the School of Education, $3,500 from the College of Professional Studies, $3,000 from the College of Arts and Sciences, $500 from the English Department, and $11,805 from tuition and fees), and an In-Kind University Match of $49,967 ($18,760 from the School of Education and $31,207 from the College of Arts and Sciences), for a total award of $115,272, extending the contract to June 30, 2009, under the direction of Dr. N. Suzanne Standerford.
7. The grant between Northern Michigan University and the State of Michigan, Department of Education, to provide professional development for special education and general education teachers across the Upper Peninsula, in the amount of $199,932, for the period of September 1, 2007, through June 30, 2009, under the direction of Mr. Douglas Russell.
8. The grant between Northern Michigan University and the Michigan Department of State Police, Michigan Commission on Law Enforcement Standards, to provide in-service training to the law enforcement community of the Upper Peninsula, in the amount of $212,819, for the period of January 1, 2008, through December 31, 2008, under the direction of Mr. Mike Bath.
9. The grant from the State of Michigan, Department of Labor and Economic Growth, Bureau of Workforce Transformation, to implement an accelerated Post-Master’s Nursing Education Certificate Program, in the amount of $360,000, with a cash match of $11,316 from General Fund operations, for a total award of $371,316, for the period of June 30, 2008, through May 31, 2009, under the direction of Ms. Julie Higbie.
10. The grant agreement between the U.S. Department of Commerce and Northern Michigan University, to purchase equipment to replace the master control for conversion to digital transmission of WNMU-TV, in the amount of $318,790, with a cash match of $212,527 from the Digital Conversion Reserves, for a total amount of $531,317, for the period of March 22, 2007, through September 30, 2008, under the direction of Mr. Eric Smith.
11. The U.S. Department of Education awards, for the period July 1, 2008, through June 30, 2009, in the amount of $359,155, for the Federal Supplemental Educational Opportunity Grant Program and $862,931 for the Federal Work Study Program, under the direction of Mr. Mike Rotundo.

3. The Northern Michigan University Student Code be revised as follows:
2.2.4 Alcoholic Beverages: Possession or Use Of (penalty: not less than warning probation; not more than expulsion, plus parental or guardian notification for serious first offenses, second offenses and any subsequent offenses for students under 21 years of age.)
No students shall possess, consume, or use alcohol on the campus of Northern Michigan University or while in or on any property belonging to or under the control of the University except as permitted in the policy titled 3.9 “Policy Regarding the Possession and Use of Alcoholic Beverages by Students.”
[Possess: Under Michigan law, your body is a container. If
you are given a PBT on campus and have any bodily alcohol content, you will be
charged with an alcohol violation.]

3.9 Policies Regarding the Possession and Use of Alcoholic Beverages by Students
No students shall possess, consume, or use alcohol on the campus of Northern Michigan University or while in or on any property belonging to or under the control of the University except as permitted below.
3.9.1 Residence Halls and
Apartments
Except
as provided in this policy, The use, possession, and consumption of alcoholic beverages
is prohibited in University residence halls except
as provided in this policy. Beer kegs,
empty or full, are specifically prohibited. The University may designate living
units (houses), residence halls and
apartments, or areas within residence halls or apartments, which are reserved for upperclassmen and students 21 years
of age and older, as places in which the use, possession, and consumption of
alcoholic beverages is permitted under the following conditions:
· Alcohol (except kegs of beer and other common sources of alcohol which are specifically prohibited under this policy) may be used, possessed, and consumed within the designated residence hall(s) in the privacy of the resident's room by the resident and by invited guests, all of whom must have attained the legal age.
· Alcohol (except kegs of beer and other common sources of alcohol which are specifically prohibited under this policy) may be used, possessed, and consumed by residents of University-owned apartments who are 21 years of age or older and their invited guests who are 21 years of age or older within the confines of their assigned apartments in compliance with state law.
·
Alcohol may be used, possessed, and consumed
by residents of the house designated
residence halls and on-campus apartments and
their invited guests, all of whom must have attained the legal age, in the designated area where
alcohol is permitted.
· The official student governing organization and the Resident Director of a residence hall or Woodland Park which has a living unit that has been designated as a place where alcohol may be used, possessed, and consumed, may establish a "common area," excluding the main lobby. Alcoholic beverages may be possessed and consumed in this "common area" by the residents of such living units and their invited guests at group sponsored functions that have been approved by the respective student governing organization and the Director of Housing and Residence Life or designee, subject to the following conditions and in compliance with state law:
o Alcoholic beverages may not be sold or given away.
o Residents and their invited guests who have attained legal age for consumption of such beverages may consume only their own alcoholic beverages.
o Beer kegs and other common sources of alcohol are prohibited.
o A group may furnish alcoholic beverages in a designated
common area to its members only with funds derived from its membership,
provided, however, that student activity fees collected as part of residence
hall room and board fees are not utilized for such purposes.
o Persons under 21 years of age are not permitted to use, possess, or consume alcoholic beverages.
The
Director of Housing and Residence Life, Assistant Directors of Housing and Residence
Life, Coordinator of Apartment Services, or Resident Directors may determine at any time that the
privilege of use, possession and consumption of alcoholic beverages in a living
unit, social lounge, designated area, or common area has been abused, whereupon the privilege
shall be suspended in that living unit,
designated area, or common area until
reinstated (with or without special conditions) by the Director of Housing and
Residence Life. The privilege of use, possession and consumption of alcoholic
beverages in designated residence halls during summer sessions or periods when the
University is not in session may be suspended irrespective of a determination
of abuse. Requests for housing assignments to areas in residence halls where
alcoholic beverages are prohibited will be accommodated to the fullest extent
possible.
Members
of the University community who lease University-owned apartments and their
invited guests may use, possess, and consume alcoholic beverages within the
confines of their assigned University-owned apartments if they are 21 years of age and in compliance with state law.
Alcoholic beverages may be used in other areas designated by the University as areas in which consumption of alcoholic beverages is permitted upon such terms and conditions as may be established by the President or designee.
Use of alcoholic beverages is prohibited in all areas of the Northern Michigan University campus and field stations except as permitted under this regulation and the University's Class C Liquor License.
3.11 Alcohol and/or Other Drug Parental Notification Policy
The Dean of Students or designee will notify the parent or legal guardian of a student who is under 21 years of age and has had either (1) a serious alcohol and/or other drug violation of the Student Code, e.g. required medical treatment or evaluation or had another violation such as destruction of property or disorderly conduct in combination with the alcohol and/or other drug offense, or (2) more than one violation of the alcohol and/or other drug regulations of the Student Code. Parental notification for a serious alcohol and/or other drug violation will be at the discretion of the Dean of Students.
