A. Minutes:
1. That the minutes of the February 21-22, 2008 meeting of the Board be approved.
B. Gifts, Grants, Agreements and Contracts:
1. A gift to the Department of Technology and Occupational Sciences from Susan Myra Grimes, Marquette, MI, one lot, 28 bottles of color-Biosilk ($200 value).
2. A gift to Technology and Occupational Sciences from Allen and Kathy Solka, Ishpeming, Michigan, a full size handmade, hand-quilted quilt ($550 value).
3. A gift to Technology and Occupational Sciences from Allen and Kathy Solka, Ishpeming, Michigan, one full-size, custom-made quilt and one lot new kitchen appliances—bagel slicer and immersion blender ($600 value).
4. A gift to the Department of Health, Physical Education, and Recreation from Harvey Wallace, Marquette, Michigan, a custom de-rotation knee brace ($650 value).
5. A gift to the Engineering Technology Department from Team Tech, Inc., Saginaw, MI, two yellow racing suits, one 5-pt. harness, pelvic pad and shoulder pads, five bolts, two limited straps 16.75”, two limiting straps 23”, one helmet harness mesh, one helmet support ($1,000 value).
6. A gift to School of Art and Design/DeVos Art Museum from Daric Christian, Gwinn, MI, a Printmaking and Photography Collection ($2,000 value).
7. The contract between the State of Michigan, Department of History, Arts, and Libraries and Northern Michigan University, to provide and evaluate the role-playing program at Fort Wilkins State Park, in the amount of $17,000, for the period March 5, 2008, through September 30, 2008, under the direction of
Dr. Russell Magnaghi.
8. The grant between Northern Michigan University and Michigan Nonprofit Association, Volunteer Centers of Michigan and Michigan Campus Compact, to support a new initiative with Teaching Family Homes that will provide youth in residential foster care at Teaching Family Homes with mentors from NMU who will encourage a healthy lifestyle and positive decision making, in the amount of $5,000, for the period of March 1, 2008, through January 31, 2009, under the direction of Mr. David Bonsall.
9. The grant between Northern Michigan University and the Sault Ste. Marie Tribe of Chippewa Indians, to support the continuation of the Native American Student Empowerment Initiative to enhance Native students’ experience at NMU and assist with retention of Native students, in the amount of $3,300, with a cash match of $1,769 from the Center for Native American Studies, for a total amount of $5,069, for the period August 2008 through May 2009, under the direction of Ms. April Lindala.
10. The National Council on Economic Education grant, in the amount of $12,358, with cash matches of $1,450.40 from the Center for Native American Studies, $1,982.50 from NMU-CEEE, $610 from Nah Tah Wahsh Public School Academy, $1,700 from KCP/Gear Up; and $3,200 from other U.P. schools, and In-Kind University matches of $2,600 from the Center for Native American Studies and $835 from Conference and Catering, for a total amount of $27,735.90, to support the U.P. Indian Education Conference hosted by the Center for Native American Studies annually, for the period November 14, 2007, to March 1, 2009, under the direction of Ms. April Lindala.
11. The year two sub-agreement between Northern Michigan University and the Institute for Global Environmental Strategies (IGES), to develop an Earth System Science curriculum, encourage action research for teachers, and support an emergent online Masters of Science in Science Teaching Program, for an additional amount of $20,000, bringing the total award to $30,000, with a School of Education cash match of $9,566.07, and an In-Kind University match of $3,053.93, for a total amount of $32,620, for the time period of November 1, 2007, through October 31, 2008, under the direction of Dr. Mitchell Klett.
12. The grant between Northern Michigan University and the Michigan Humanities Council (MHC), to develop a website that includes short narrative histories on significant immigrant groups in the Marquette Iron Range, bibliographies for further study, lesson plans, and digitized oral histories, in the amount of $14,948, with a cash match of $200 from AIS, and an In-Kind University match of $18,021, for a total amount of $33,169, for the period of November 15, 2007, through November 30, 2008, under the direction of Ms. Darlene Walch.
13. The grant between Northern Michigan University and the State of Michigan Department of Education, to provide leadership, student services, professional development, curriculum support, resources, and community involvement in mathematics and science education, in the amount of $57,659, with an In-Kind University match of $5,772, for a total amount of $63,431, for the period of October 1, 2007, through September 30, 2008, under the direction of Ms. Debra Homeier.
14. A grant from the Michigan Department of State to conduct motorcycle safety classes throughout the Upper Peninsula, in the amount of $76,014.09, for the period October 1, 2007, through
September 30, 2008, under the direction of Mr. Cameron Hadley.
15. The grant between Northern Michigan University and the Academic Research Enhancement Awards, Department of Health and Human Services, National Institutes of Health, to evaluate a novel pharmacological strategy for treating cognitive impairment in neuropsychiatric diseases, such as schizophrenia, in the amount of $185,479, for the period of April 1, 2008, through March 31, 2011, under the direction of Dr. Adam Prus.
16. The Improvement of Postsecondary Education grant from the U.S. Department of Education, to provide scholarships to selected Olympic aspiring athletes training at any one of the four Olympic Training Centers and pursuing a post-secondary education, in the amount of $953,054, for the period of
October 1, 2008, through September 30, 2009, under the direction of Mr. Jeffrey Kleinschmidt.

E. Property and Finance
1.
That University operations be authorized to continue in 2008-2009 at a
budget level no greater than the
2007-2008 budget until the new General Fund
Budget is approved, except for increases required by
existing or newly negotiated union contracts.
2. That University operations be authorized to continue in 2008-2009 at a budget level no greater than the
2007-2008 budget until the new Designated Fund
Budget is approved, except for increases required by
exiting or newly negotiated union contracts.
3.
The bowling course fee be increased to $75.00
to reflect the increase being charged to Northern
Michigan University for lane usage.
4.
That the 2008-2009 Reduction in Force
(RIF) Plan be approved. A copy of the plan is on file with the
Secretary of the Board of Trustees.
5.
That the 2008-2009
Student Life Budget and the Dining Services and Housing and Residence Life Rate
