1. That the minutes of the August 5-6, 2004 meeting of the Board be approved. (Backup)
B. Gifts, Grants, Agreements and Contracts:
1. A gift to Technology and Occupational Sciences from Craig Chartier, Marquette, Michigan, a 1995 Chevrolet Blazer (appraised value: $4,000).
2. A gift to Aviation from Andrew Waidner, Gladstone, Michigan, a partially completed amateur built Osprey II aircraft (appraised value: $2,000).
3. A gift to Technology and Occupational Sciences from Marquette County Sheriffs Department, Marquette, Michigan, a 1999 Ford Crown Victoria (appraised value: $1,500).
4. A gift to Technology and Occupational Sciences from Mark Ulrickson, Marquette, Michigan, a 1990 Acura Two-Door (appraised value: $1,200).
5. A gift to Technology and Occupational Sciences from Judd Spray and Patricia Micklow, Marquette, Michigan, a 1991 Volkswagen Vanagon (appraised value: $1,000).

12. The grant from the Michigan Economic Development Corporation, Economic Development Job Training (EDJT) Program, to train 400 employees at 15 companies in the area of Maintenance and Technical Training, in the amount of $142,185, with $289,810 cash and in-kind match from the 15 companies receiving training, for a total award of $431,995, for the period March 1, 2004 through March 31, 2005, under the direction of Mr. Joseph Holman.
13. The grant from the Michigan Department of Education for vocational/technical education program improvement activities, in the amount of $231,096, for the period July 1, 2004 through June 30, 2005, under the direction of Mr. Chris Fries.
14. The grant between Northern Michigan University and the National Archives and Records Administration, to complete the archival arrangement and description of five major manuscript collections representing the life and career of five politicians who made a significant impact on the historical development of the Central Upper Peninsula of Michigan, in the amount of $47,849, with an in-kind University match of $43,206, for a total award of $81,055, for the period September 1, 2004 through August 31, 2005, under the direction of Associate Professor Marcus C. Robyns.
15. The Gender Development in Infants and Toddlers grant from the Department of Health and Human Services, National Institutes of Health, to develop and pilot test measures for exploring gender development in children under the age of three (3) years, in the amount of $67,500, for the period September 1, 2004 through August 31, 2005, under the direction of Dr. Maya Sen.
16. The agreement between the Department of the Interior, National Park Service, and Northern Michigan University, in the amount of $27,555, with an NMU in-kind march of $27,165, for a total award of $54,720 to stock coaster brook trout and examine interactions with exotic salmonids in streams throughout Pictured Rocks National Lakeshore, for the period September 16, 2004 through May 31, 2006, under the direction of Dr. Jill Leonard.
17. The contract between Northern Michigan University and Marquette-Alger Regional Educational Service Agency (formerly Marquette-Alger Intermediate School District), to provide secondary vocational education for high school students in the MARESA district, in the amount of $36,400, for the period August 1, 2004 through June 30, 2005, under the direction of Dr. William Rigby.
18. The contract from the State of Michigan, Marquette Operations Service Center, Michigan Department of Natural Resources, to create a one hour television documentary on the gray wolf population in the Upper Peninsula of Michigan, in the amount of $2,400, which will start on May 10, 2004, under the direction of Dr. Dwight Brady.

1. That the 2005-2006 Operating Budget Request be approved. A summary of the request is on file with the Secretary of the Board of Trustees. (Backup)
2. That the 2005-2006 Capital Outlay Project Request be approved. A summary of the request is on file with the Secretary of the Board of Trustees. (Backup)
3. That the Northern Michigan University Facilities Five Year Master Plan, as required by the Department of Management and Budget, be approved. A copy of the plan is on file with the Secretary of the Board of Trustees.
4. That the resolution of the Board of Trustees of Northern Michigan University authorizing the issuance and delivery of General Revenue Bonds, Series 2004, and providing for other matters relating thereto be approved. A copy of the resolution is on file with the Secretary of the Board of Trustees.
5. That the financial report for Northern Michigan University for the fiscal year ended June 30, 2004, and all related transactions be approved. The audit of these statements was conducted by Andrews Hooper & Pavlik, P.L.C. Certified Public Accountants. The statements were reviewed and approved by the Finance Committee of the Board of Trustees. A copy of the financial report is on file with the Secretary of the Board of Trustees.
6. That the funding for the Housing and Residence Life Magers Hall renovation project be revised as follows:
Proceeds from 2001 Bond Issue $4,600,000
(available by not moving forward with Quad II renovation)
Proceeds from 2004 Bond Issue 1,500,000
Total $6,100,000
F. Special Items:
