This policy has a related procedure. Click to view the procedure below.

This policy, in coordination with corresponding procedures (see Match/Cost Share Procedures), will regulate the use of matching funds/cost sharing (M/CS) for all sponsored projects at Northern Michigan University. NMU will authorize M/CS commitments only to the extent necessary to meet a sponsor’s requirements. The university’s financial resources are limited, and it is essential that the use of M/CS does not overburden these resources. NMU strives to protect the integrity of the process by which it is reimbursed for F&A costs and maximize the amount of F&A recovery. Excessive or unnecessary M/CS commitments have the effect of reducing the indirect cost rate since committed M/CS must be included in the determination of the negotiated F&A rate. Sponsors and auditors must be able to verify that M/CS funds have been committed and expended toward a project. This policy has been developed to help faculty and staff property document and report M/CS commitments.

Northern Michigan University will authorize match/cost share commitments related to sponsored projects funding requests only when required by the sponsoring agency, such that the lack of committed M/CS would excuse the proposal from review or potential funding. Commitments of M/CS will be approved only to the extent necessary to meet the sponsor’s requirements, and will be authorized and executed in such a way as to comply with the requirements set forth in Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles and Audit Requirements on Federal Awards, which supersedes and streamlines requirements from OMB Circulars A-21, A-87, A-110 and A0122; Circulars A-89, A102- and A-133.
