Automated External Defibrillator Policy
It is the Policy of Northern Michigan University to provide an Automated External Defibrillator (AED) at various locations throughout campus to make early defibrillation accessible to students, faculty, staff, and other persons who experience sudden cardiac arrest. The purpose of this policy and associated procedure is to establish guidelines for the placement, maintenance and use of automated external defibrillators at Northern Michigan University.
All Faculty and Staff, Students and Visitors
- The Northern Michigan University Health Center Chief of Staff shall act as the Medical Authority for the AED program at NMU.
- Each department having employees authorized and trained to use AED's in the workplace will appoint an AED Program Coordinator to be responsible for overseeing the department training program and the care, maintenance, and security of the AED units in their area. Departments must provide the name of the AED Program Coordinator along with the location of the AED to Public Safety and Police Services.
- Only NMU employees designated by the AED Program Coordinator(s) and those properly trained and certified will be authorized to use an AED.
- The Director of Public Safety and the University Medical Authority will be kept informed of the location of the AED's on campus.
Automated External Defibrillator Policy, Procedure
- Protocol For Aed Utilization
- Standard procedures as outlined in the training program and protocol shall be followed while using the AED, unless the employee is relieved by, and responsibility for the care of the patient is accepted by, a higher competent medical authority, e.g., MGH EMS, NMU Public Safety, an AED trained and certified licensed physician, nurse practitioner, physician assistant, or registered nurse.
- Each use of an AED by a NMU AED Operator shall be accompanied by simultaneous activation of the EMS (911) system to ensure timely provision of advanced life support and transport to an emergency medical facility.
- When a call for emergency aid is received indicating a possible sudden cardiac arrest, the nearest NMU Public Safety Officer equipped with an AED shall respond to assist other responding personnel. CPR and AED shall be provided as appropriate until the local EMS staff arrive to assume responsibility.
- The responsibility for the care and maintenance of the AED's shall reside with the AED Program Coordinators in conjunction with the University Medical Authority for the AED program.
- Each AED Program Coordinator will follow an established procedure to assure that a daily check is done and documented to verify that each AED and accessory equipment are in the designated location and in working order.
- An AED Daily Status Log will be kept for each unit and will indicate each date and time the AED is checked, the status of the unit (operational, low battery, malfunction, etc.), the action taken when indicated, and the initials of the AED Operator who performed the status check. The record will be maintained by the AED Program Coordinator. A monthly Test Log Report may be printed from the AED also.
- A monthly Power-On Self-Test and AED Maintenance Check will be done by the AED Program Coordinator or designee, documented, and maintained in the department AED file. The maintenance checklist will be maintained in the department AED file.
- Annual preventative maintenance and repairs shall be coordinated by the AED Program Coordinator with Public Safety. No NMU employee shall attempt any repairs other than the replacement of a battery or accessories (adult and child pads). Purchase of additional batteries or other accessories shall be arranged by the Program Coordinator.
- If an AED exhibits an operational problem or a malfunction, it shall be immediately removed from service. Operational problems or malfunctions shall be reported to the AED Program Coordinator as soon as possible after detection and then to the Medical Authority, who will contact the manufacturer for service. The employee should be certain to adequately identify the specific unit affected, the type of problem that has occurred, and/or any shortage of accessory equipment. The Program Coordinator will inform the AED Operators that the unit is temporarily out of service.
- All records of maintenance and repair of AED units shall be completed by the AED Program Coordinator with a copy provided to Public Safety.
- Employee Training
- Employees authorized by NMU to perform CPR and use AEDs shall be considered at risk for potential bloodborne pathogens.
- Authorized employees shall have had
- Bloodborne Pathogen Exposure Control training in the year prior to receiving initial AED training and have been offered hepatitis B vaccine at no cost to the employee
- Initial or recertification training in adult and child CPR within the past year prior to receiving AED training.
- Initial or recertification training in CPR/AED through the American Red Cross (ARC) or American Heart Association.
- A master file of initial and annual AED training records will be maintained by Public Safety and Police Services.
- Location and Security
- The AED’s will be located so that they are readily accessible to employees authorized to use them in the workplace.
- Whenever a unit is purchased or moved to a new location, the AED Program Coordinator will notify the University Medical Authority and the Director of Public Safety.
- Each AED will be tagged as NMU property and clearly marked to identify it as belonging to a specific department.
- Monitoring Of Quality Of Care And Outcomes
- Each incident that involves the use of an AED by a NMU AED Operator should be documented within 24 hours to NMU Public Safety. Such documentation would be the NMU Incident Report for Accident/Injury/Illness.
- Within 72 hours, the Event Log Report and Code Summary from the AED will be printed and reviewed by the University Medical Authority, Program Coordinator, and Operator.
